The SCF are grateful to all of the consultants that attended the supplier day on 14th November, and we have assimilated the information provided from this day into our future framework plans. Whilst the SCF remain committed to delivering the SCF PS Framework the release of tender has been changed and is planned to be in early 2019. The principal reason for the later launch of the tender is to ensure alignment with Property Futures, a direction setting initiative which is underway at Hampshire County Council’s Property Services department. This later timing will still coordinate with our plans to launch the overall framework package in 2019 albeit the proposed consultancy framework will now run slightly behind the new construction framework. We will make further announcements during the early part of 2018.
About SCF Professional Services:
Hampshire County Council, alongside Devon County Council, is procuring a Professional Services Framework to provide additional project support to clients using their successful construction frameworks. Services will include core project and cost management roles and additional multi-disciplinary design roles.
Hampshire and Devon County Councils created a joint venture, called the Southern Construction Framework, to draw on the strengths of each other and their experience of running construction frameworks to provide an efficient and modern construction procurement vehicle for the benefit of all public authorities in the South of England, which has been successfully delivering construction projects via the Two Stage Open Book (2SOB) procurement method.
In order to maximise the benefits of the Framework Contractor’s market intelligence, supply chain knowledge and buildability and programming experience at the early stages of the project, the Southern Construction Framework organisation is procuring a Professional Services framework to sit alongside its current offerings.
The framework aims to bring together the whole project team and all the relevant pre-construction information at an earlier stage, leading to greater cost and time certainty and a superior quality project. Delivery of the Two Stage Open Book process is seen as core to the principles of the Southern Construction Framework and hence will also be a key element of the professional services offering. Consultants will be expected to promote and actively practice the principles of collaborative design.
