Keith is a Chartered Civil Engineer with experience in all aspects of the procurement, design, delivery and commissioning of building and civil engineering projects, gained through a career working for contractors, project managers and client bodies.
Keith is a Project Manager experienced in, and passionately supportive of, the integrated team approach to working, which was developed over 12 years with BAA. During the last ten years with Hampshire County Council, Keith has led on regional procurement and joint working initiatives. These arrangements have delivered around £500m building projects each year since 2006 for over 60 public authorities in the SE, and have delivered over £100m in efficiency savings. Keith is Chair of the National Association of Construction Frameworks, a new Public Sector collaboration sponsored by the LGA.

Nigel has been providing Framework management to Local Authorities across the South West, South East and London areas for over three years. He enables client teams to procure capital projects and programmes and put in place governance processes and risk management tools to ensure successful delivery. Nigel leads on the Building Information Management (BIM) strategy and supply chain initiative for the Framework. He is also Chair of the National Association of Construction Frameworks (NACF) BIM sub-group linking central with local governments across England, Wales and Scotland.

Prior to this role, Nigel successfully delivered Project Management services to blue chip, public sector and private clients for 25 years. Nigel's key focus is client satisfaction and his aptitude for quickly establishing effective working relationships has been fundamental to the success of the roles he has undertaken.

Tim joined the frameworks management team in 2011 to provide technical support, covers data and database management and statistical analysis and reporting. Tim is the lead contact for the day to day running and development of the eContrack database system. He is a graduate in Business Administration and has a special interest in web technologies, having previously provided design support and overseen website development and web content management systems.

Tim started his career as an admin trainee in the finance dept at Fawley Power Station, working for the Central Electricity Generating Board. He spent time in the procurement and contracts offices and held a role supporting the financial controller in management accounting. After privatisation he worked for commercial companies including National Express Group and Skandia Life Assurance. More recently he worked in student support and training whilst gaining an MA in Cultural studies at The University of Winchester.

Mark Thomas as worked for Hampshire County Council for 10 years in the procurement and operation of minor works frameworks, such as the Local Construction Framework in Hampshire and Surrey for projects up to £1.5m, the Hampshire Intermediate Framework for building projects up to £4m and the Landscape and External Works Framework.

Previously Mark worked for 11 years for Cable and Wireless (UK) in telecoms network construction and property management, and two years client-side project management in the NHS.

Mark's goal is to help client Authorities select the optimum contractor for their project in the most efficient way.

Joining the SCF team as an Assistant Framework Manager, James holds a Masters Degree in Quantity Surveying, having first obtained a Law Degree, both from Kingston University London.


James is committed to working collaboratively to achieve excellent client satisfaction, as well as promoting high quality service and efficient practices across the framework.
